Summary
Ms. Oakley
has more than 19 years of experience in project controls and project
management for environmental management, material disposition, information
systems, and other technical projects in the U.S. Department of Energy
(DOE)/National Nuclear Security Administration (NNSA) environment.
From Tetra Tech’s Oak Ridge Office, she
provides project management and project controls support for a variety of
nuclear material disposition projects at the Y-12 National Security
Complex, including providing scheduling support for the disposition from
the site of large quantities of classified items. She has also
supported preparation and ensured the quality of a wide range of documents
to support Y-12 projects. In addition, she has provided audit review
services to support DOE’s oversight of Environmental Technical Services
(ETS) at the Portsmouth, Ohio site.
Ms. Oakley previously served in the Tetra Tech
Lexington Office as Project Controls Analyst, providing management support
to DOE PPPO for the $600 million project to construct two large Depleted
Uranium Hexafluoride (DUF6) Conversion plants at Paducah, Kentucky, and
Portsmouth, Ohio. Included in her responsibilities were providing
independent assessments of contractor financial reports/invoices, identifying
and resolving issues, and making recommendations to DOE regarding payment
of the invoices. She led a pre-certification assessment of the
contractor’s Earned Value Management System (EVMS) for DOE PPPO and served
as a member of the 2006 DUF6 Project EVMS certification team.
Ms. Oakley is a Certified Project Management
Professional (PMP) and holds Masters Certificates in Project Management and
Information Technology (IT) Project Management.
